AFGE Local 2113 Position on Parking
Many of you may recall a past discussion on the Unofficial electronic bulletin
board in September, 2000, concerning reserved parking. Unfortunately, Local
2113's response on this subject was deleted from the Unofficial BB shortly
after it was posted. For those who did not get a chance to read it, here is
the union's position on parking:
Our concern is not that employees are parking in someone else's parking
space, but that Management has assigned parking spaces to employees not
entitled to that perquisite according to our Labor
Management Agreement (LMA). The Union has an obligation on behalf of
the bargaining unit members to ensure that Management adheres to the meaning
and intent of the LMA. To that end, Local 2113 requested a list of the names
of employees who had been assigned reserved parking spaces. This request was
based on complaints which had been received and a requests by several
employees for us to check out who had been assigned reserved parking spaces.
Despite several requests, Management failed to provide the information. The
information was finally obtained via a Freedom Of Information Act (FOIA)
request.
The Union's position on parking has always been that it should be open on
an equal basis to all employees, regardless of position, on a "first come
first served" basis (excepting statutory requirements). This position is
consistent with guidance published by OPM and contained in both DoD and Navy
instructions.
We agreed to limited reserved parking and gave up the open parking position
during the LMA negotiations for something that we felt meant far more to our
employees - the right to use commercial lodging near the point of TDY if
government quarters were not available.
