Maximum Credit Card Amount for Payment Deposits:
The initial Sending Limit for PayPal accounts is $1,000. To raise that limit, you must become a Verified member of PayPal by adding and confirming your bank account.

Once you confirm an email address, you are limited to a total of $1000 of spending in the aggregate unless and until you become Verified.  Some accounts, at PayPal's discretion, may have a lower limit until they become Verified. Can a Payment to Another User's Account Be Canceled or Reversed?
Once a payment has been claimed by the recipient, it cannot be canceled, it is non-reversible and non-refundable. 

In the event of fraud investigation, PayPal will charge-back deposits made to seller's account and bank account.

What Happens If Credit Card Payment Is Charged Back?
Sellers will not be held liable for chargebacks due to fraud (including payments made with stolen credit cards and false claims of non-shipment) when they follow the rules of the Seller Protection Policy.
Note: At this time, the Seller Protection Policy is only available for U.S. or Canadian sellers transacting with U.S. buyers, and for U.K. sellers transacting with U.K. or U.S. buyers. Eligible transactions will be displayed as Seller Protection Policy Eligible on the Transaction Details page of a payment.  When a transaction is Seller Protection Policy Eligible, you must follow these guidelines to be covered against fraudulent chargebacks:
1.  Have a Verified Business or Premier account
2.  Ship to the address on the Transaction Details page
3.  Timely shipment (within 7 days of receiving payment)
3.  Retain reasonable proof-of-shipment that can be tracked online
4.  Ship tangible goods
5.  Only accept complete payments from single PayPal accounts
6.  Do not surcharge the buyer
7.  Timely response to all PayPal inquiries

PayPal reserves the right to terminate or limit account access privileges of buyers who file reversal complaints (charge-backs) on credit-card payments without attempting to resolve the complaints through PayPal.  

If you receive funds through a PayPal transaction funded with the sender's credit card, in the event the credit card transaction is charged back and you do not qualify for the Seller Protection Policy, you agree to hold PayPal harmless for the reversal amount and to reimburse PayPal from either your PayPal account or by other means. 

Seller's account will be debited for charge-back, plus $30.00 charge-back fee.

(applies only to the sale of tangible, physical goods and excludes all other sales and services):
Buyer must file a  Buyer Complaint Form within 30 days of payment.
PayPal will investigate your claim, contact the seller and, if the seller does not present appropriate proof of shipment, a full refund or other evidence of a satisfactory resolution, PayPal will seek to collect the amount you paid from the seller. PayPal may also limit the seller's access to his or her PayPal account. You will be entitled to the return of any and all funds PayPal is able to collect from the seller for funds received by PayPal prior to the seller's account status having been changed to limited access. RECOVERY OF YOUR CLAIM IS NOT GUARANTEED. 

For purchases made on eBay using PayPal:
PayPal offers additional protection to domestic Users who pay a Verified seller but do not receive their goods.  This additional protection is not available for International Users.  If PayPal is unable to recover all of your funds through our investigation of a qualifying dispute, you may file a claim under eBay's Insurance Claims process (an "eBay Claim").  If your eBay Claim is granted but does not cover the full amount of your loss, PayPal will reimburse you for up to $200 of additional losses, whether or not PayPal is able to recover such funds from the seller.

PayPal's Money Back Guarantee program, which applies to selected physical goods transactions involving U.S. buyers, ensures that if you buy the Guarantee, you will be satisfied with your purchase or have an option to resell the merchandise to PayPal for the price you paid for it for the first 30 calendar days following the date of payment or seven days after receipt, whichever is earlier. PayPal will not reimburse you for the Guarantee fee or for any shipping costs you incur in returning the merchandise.  PayPal's obligation to reimburse you if you buy the Guarantee is subject to the requirements specified in the User Agrement and to your filing a complete and accurate reimbursement request as described the User Agreement. This Guarantee is applied in addition to any protection you may already have. 

Fraud
Under no circumstances will PayPal reimburse requests in the event of fraud or misrepresentation by the buyer.  In addition, fees will not be refundable in cases of fraud.

Anyone with electronic access to your bank account can do a withdrawal from your account or a "stop-payment" on their electronic deposit to your account, without your permission.

Your individual accounts at Citibank, including the funds in your c2it Account, are insured by the Federal Deposit Insurance Corporation (FDIC) up to $100,000.

Your checking account will not be debited until the Recipient claims the payment.  An Individual Payee has 60 days and a Merchant payee has 60 days in which to claim a payment.  Payments not claimed within such period will no longer be valid and your checking account will not be debited.  Once a payment is claimed by the recipient, your checking account is typically debited within one 1 or 2 business days, and the funds will become available to the recipient within approximately 4 business days.  Funds availability may take longer if you are a new user. You can transfer funds from you c2it account to any of your Linked accounts, subject to limitations. You can transfer money from your PayDirect account into your bank account, if (1) you give PayDirect your ATM debit credit-card information,  or (2) if your give PayDirect your bank-account information and your bank account is verified, transfer can be made directly into your bank account.

Services:
Online payment service.  Personal Account is funded from user's bank account, and funds in a Personal Account or credit-cards are used to pay a Merchant Account.

Costs:
Free to all buyers who must have a Personal Account, or can pay a Merchant Account with a credit card. 

Sellers must have a Merchant Account and fees are charged on credit-card payments.  Electronic funds transfer (e-check) payments are free.

Credit-card Payment Fees:
Setup fee is $299.  Fee of 2.75% on U.S. dollar transactions or 3.5% on Canadian dollar transactions and a transaction fee of $0.35 apply to each transaction. A rolling reserve of 5% (held for 180 days) also applies.  Seller receives payment in 2 weeks.

In the event your transaction is returned unpaid for any reason, FirePay may re-present it electronically.  In addition to the amount of the transaction, FirePay may electronically debit or otherwise collect a service fee of $25.00 from your account for each returned transaction.

A small deposit is made into your bank account by Fire Pay, then you log in and enter the amount of that deposit, to get verified.  It can take up to 2 days for the deposit from FirePay to arrive in your bank account.

You must provide your bank account information.

FirePay members who have their USA dollar bank account in the United States registered and validated to their FirePay Personal Account can send and receive funds from their USA dollar accounts. 

You authorize FirePay to obtain and to do a credit report and do a credit check on you at the time you make a request to use and each time you do use its service. 



Payment-Acceptance Methods:
Visa, Mastercard, and bank-account transfer.

There is a daily funding limit of $5,000 and a per-deposit limit of $5,000. 

Your FirePay Personal Account 16-digit number is like a credit card number. When paying at merchants' sites, you provide your 16-digit account number and your expiry date.

Can a Payment to Another User's Account Be Canceled or Reversed?
No.

What Happens If Credit Card Payment Is Charged Back?
FirePay will review and dispute the charge-back if there is evidence to prove the buyer received the goods or service.
There is a $15.00 charge-back fee, plus any fees charged by the buyer's credit-card company are charged to the seller, in the event of a charge-back.

Restrictions:

FirePay may restrict or terminate an Account for any one of the events listed below.  If your Account is restricted, you may forfeit all funds currently in your balance
Initiation of a charge back process through your issuing bank; 
Receipt of potentially fraudulent funds; 
Unconfirmed identity; 
Opening multiple Personal Accounts; 
The account has been used in or to facilitate fraudulent activity; or 
Breach by you of any of the terms and conditions in the User Agreement


Can Be Used for Cash Advances from Credit Cards?
No.

Responsibility in Event of Disagreements Between Buyer and Seller or Fraud?
None.

Anyone with electronic access to your bank account can do a withdrawal from your account or a "stop-payment" on their electronic deposit to your account, without your permission. 
In the event of a buyer's complaint or charge-back on a credit-card payment or if you owe money to the service, your user account may be frozen and withdrawals might be made from your service account, banking account, or credit cards to recover payments on disputed transactions or money owed to the service.
