Another Interpretation

Do you have anyone in your Local that you feel is a threat to your leadership, asks too many questions, a minor officer or Executive Board Member that you would just like to get rid of because he or she won't "play ball"? There is new way to humiliate, embarrass or hold them up to ridicule without going thru the Local's machinery to harrass. You can do it without using the Local's resources, without a Local Trial panel and without the charges bogging down the membership meetings with each side getting out their supporters and the side with the most wins. You can use the CWA Constitution and file charges against he, she or them!

This is how you can do it:

  1. The President and Secretary-Treasurer (throw in the EVP or another officer that is dumb enough to go along with it) and file charges against the person or persons you want to neutralize. They don't even have to be real charges, they only have to comply with Article XIX Section 1 (c), (d) and (i). The only thing that is required is the charges must be filed by the Local President and Local Secretary-Treasurer!
  2. File the charges (no matter how bogus they might be) with the Secretary-Treasuer of the Union in Washington [see Article XX Section 2 (a)]
  3. A prosecutor will be appointed by the National Union and will come from Washington, DC (probably) to 'investigate' the charge before making a recommendation.

Would you like to see his recommendation? No! Yes!

Advantages to the local leadership (I use the term loosely with respect Loco 9510):

  1. The Local will not have to appoint a prosecutor and/or have it approved by the membership!
  2. No matter what the recommendation of the prosecutor is, the Local will not have to appoint a trial panel!
  3. The Local will not have to incur any LTW (Lost Time Wages) for a trial panel or the Prosecutor!
  4. No matter what the outcome, the charged party will always have a cloud of suspicion attached to them because they were "CHARGED" with something, even though most will never know what it was!
