Nita, the 'Queen of Hearts', fell into the office of Local President because nobody else wanted it. Her claim to fame? As the self styled 'earth mother' to the sick, lame and lazy they flock to her side. Got a grievance? Here, have some milk and cookies and it will all be better soon!

How does she get the members at meetings to buy what she is selling? It is simple; Time off the job with pay and pizza! Lots of it. Serve it and they will come! If she needs the votes, the menu is tastier than pizza!

During the 'Montoya regime' Juanita was a loud defender of member's (read her) rights. She filed complaints with the National Labor Relations Board about the way she was treated [click hear for a sample]. What you see below is "authentic union gibberish". The words are hollow and empty of meaning!

March '95
M/S/C (Moreno, unanimous) to uphold the decision of the President not to send anyone to the 1995 Summer Institute for Women. M/S/C (Moreno, 7-1-1) to reject the President's appointment of Summers and Garrison for newsletter committee. Vice-President Moreno reported on proposed organizing training at local, will get more information from trainer and report back at next meeting. District problems in Pacific Bell regarding outside techs.

June '95
Moreno M/S/C (Moreno, 7-1) Effective immediately all software with graphics, software of a personal nature and access codes are to be removed from the CWA Local 9510 owned computers and utilized by the secretarial staff. All fliers, bulletins, mailers or other printed material designed for distribution to members shall contain a bonafide CWA printer's union label. Vice-President Moreno reported on: Plans for Employee's Giving Campaign in Pacific Bell. M/S (Moreno): To adopt the report of the Special Audit Committee and to proceed with the committee's request. M/C (7-1) The original motion.

June '96
Executive Vice-President Moreno reported on training, Article 2 flow chart and Pac Bel CWA forum marketing. Discussed problems with union releases in Pac Bell and ERB issues. M/S/C (Moreno, 9-3) To uphold the Committee appointments made by President Inman. M/S (Moreno) To issue $25.00 Gift Certificate to members at Christmas.

July '96
Executive Vice-President Moreno reported on the Annual Picnic to be held August 18, 1996. Moreno took consensus on shirts for stewards and Executive Board - no objections. M/S/C (Moreno, Unanimous) To send the Safety Committee Chair to the George Meany Western Regional Safety Conference from August 4th through 9th in Palo Alto. M/S/C (Moreno,10-0) To authorize sending Vivian Thunell to LAACLA National membership meeting August 21st thru 24th.

September '96
Moreno reported on the Steward Conference. Reservations have been made and the local will be sending thirty-five stewards. United Way is starting in Pacific Bell.

January '97
President Moreno distributed schedules, applications and agendas for the Officer Training scheduled from February 2nd through the 7th. Distributed Officer and E-Board meeting schedules for 1997. Announced Committee Chairpersons, Officers duties and other appointments. Discussed purchasing a new computer for the Local secretaries. Advised that all typing will be done by the Local secretaries. Discussed ADT and security. Discussed the need for ergonomically correct work stations for the secretaries. Discussed CWA S.C. Council meetings and attendance. Discussed Steward appreciation. Discussed visitation at work locations. Discussed Steward section meetings. Discussed the Local 9510 Website. Discussed area Stewards. Discussed organizing at Air Touch. Announced that the charges filed against Pat Allen and Ray Burruel have been withdrawn. Plan to pass out minutes for the past three years of the E-Board and Membership meeting minutes. Discussed the GTE GCC coverage issue.

February '97
President Moreno discussed the District 9 Minority Leadership Conference scheduled from March 6th through March 9th and advised that we would consider sending two attendees. The District 9 Substance Abuse Conference will be March 12th through March 14th at the Flamingo Hilton in Reno, Nevada and the MAP Coordinators may be attending. The Labor Notes Conference will be held from April 18th through April 21st. President Moreno advised the Board that an election has been called for the vacant GTE E-Board position. Nominations will be on February 18th prior to the Steward meeting. The ballots will be mailed on February 21st. Discussed regulated and de-regulated work in public communications. Discussed purchasing materials pertaining to Social Security benefits for information to our members. President Moreno announced that she is working on the Area Steward structure to be completed by March 1st. Discussion followed regarding the appointees. When asked? Candidates for the E-Board Election in GTE will not be going to the visitations during the elections. Lorraine Wettle is retiring and President Moreno will be attending to represent Local 9510. March '97
President Moreno discussed the maintenance of the local's computer system. Announced that Local 9510 would be sponsoring a bus to carry members to the demonstration in Watsonville on April 13th for the strawberry pickers. Discussed the appointment of Robert Arroyo, Louis Romero and Shannon Hayes as new stewards. New steward training will be facilitated by Rich Burke on March 18th and 19th. Announced that the Legislative School in Sacramento from April 26th through April 30th.

April '97
President Moreno reported on the subpena from Dornan concerning the election that Loretta Sanchez won. Announced that there would be "Diversity Training" at the May 1997 Executive Board by Loraine Darrington {diversity training never happened}. In the future, steward meetings will be restructured. She intends to have speakers, break out into marketing groups and have additional training. She suggested sending letters to those stewards who tend not to attend the meetings. Before a new steward can be appointed, they must attend new steward training. Open discussion commenced on new steward training. Vice President Moreno reported on issue brought to her by members.

May '97
President Moreno reported on subpoenas for information from the attorneys of a terminated employee and Dornan. Acquired information and new M.O.A.'s with Pacific Bell at the District 9 meeting. Discussed accretion in two work groups in Pac-Bell and the creation of a new title within Operator Services in Pac-Bell. Discussed General Telephone United Way Campaign. A discussion ensued about who would be overseeing the General Telephone United Way Campaign. Peggy Allen will be the coordinator for the Giving Campaign for Pacific Bell. Announced that new steward training will be held on June 3rd and 4th. Discussed Steward Recognition Forms. Announced that the local would be sending Lynda Gendreau and Elaine DeVille to the APRI Conference in Las Vegas, NV from June 11th through the 14th {because of a motion to send them}. MAP Alcohol and Drug conference will be held in Reno, NV from July 14th through July 18th. GTE and Pac-Bell MAP people to attend. The 1997 Summer School for Women will be held in Olympia, WA from July 16th through July 20th. The Minority Caucus will be held in Las Vegas, NV from June 26th through June 28th - four participants to be named later. There are no dates scheduled yet for the District 9 Leadership School. The National Marketing Conference will be held from August 20th through August 23rd. The National Units Pre-Bargain Conference will be held in Dallas, TX from September 27th through October 3rd. Bargaining Committees for all units will be elected at this year's convention.

June '97
President Moreno announced that the (G.I.T). Group Incentive Team contacted the local for incentives in Ramos's district. She informed them that she was not interested until other problems in that district were worked out. The TIU merger is completed with CWA. Moreno addressed questions regarding finances brought up at the membership meeting. She announced that all UA time will be submitted and approved prior to any time being taken. Also, payroll stubs need to be submitted before being released for further UA time. She informed the board that the Officer's meetings will be called only on an as needed basis. Discussion about the upcoming Convention ensued. Discussed a letter sent to the local by a member. President Moreno reported on our growth of 600 new members and the new member packets being sent out. She announced that two classes of New Stewards Training will take place next week June 17th through June 20th. Discussion centered around the possible merger of AT&T and SBC. President Moreno reported on pending grievances withdrawn at the National level. President Moreno announced that she has arranged for a Financial Planner to speak at the next steward's meeting. Also, Tony Bixler has asked to speak at a membership meeting. Notice the change in these 2 motions. One was written in the minutes that said it this way, " M/S/C to accept Mike Milliman And Vivian Thunell to the Orange Empire News". The other said it this way, "M/S/C (9-3) Motion to accept Mike Milliman and Vivian Thunell as the Newsletter Committee to the Orange Empire News. Another version said it this way, " "M/S/C (Moreno 9-3) Motion to accept Mike Milliman and Vivian Thunell as the Newsletter Committee to the Orange Empire News."
