The president isn't apologizing for anything, but he has consented, finally, to have his National Security Advisor, Dr. Rice, sent to the Hill to testify, in public, under oath, before the 9/11 commission.
Bush blames all of the controversy over his handling of "9/11" on others:
Dick*Clarke, Richard Foster, Paul O'Neill, Tom Maertens, Roger Cressey, Donald Kerrick, Joseph Wilson, Greg Thielmann, Rand Beers and Karen Kwiatkowski. All of these people are at fault; all of them, the traitors!
They've all backed up what Dick Clarke has said about the failures of President Bush to have been more alert and on-the-job about terrorism. If the Bush administration had been more alert, according to Clarke, there is a good possibility that the tragedies of 9/11 could have been avoided.
Dr. Rice will explain that Clarke is wrong, and that 9/11 was something no one could have anticipated. She will expose the entire crisis as a lack of intelligence.
