It is by my authority and for the good of the state that Captain Geoffrey Thorpe
of His Majesty, the Arch King's Royal Navy, carries out the duties following --
The apprehension of Don Rafael Montoya, otherwise known as El Lobo Moreno.
The transfer of his prisoner to prison, awaiting trial.
The use of physical violence unto death, if necessary, should his prisoner resist arrest.
