GUU Software has developed a "tool" to help answer these questions. The "CCL/USML Help Viewer" combines in a single, fully searchable file, both the complete USML, the complete CCL, and the interpretations that are related to those lists. You can open a known entry, and even better you can quickly find EVERY control list paragraph that refers to a particular product or technology.
At the following links are three views of the "tool". Because these are screen shots (average size 80 KB) please be aware that they may be slow to display if you are using a dial-up line.

Contents view (There are more than 600 topics listed in the table of
contents)

(Search on single words, "like words" or create more complex searches
using "and"/"or" relationships.)
Index view
(There are over 200 index terms, with links to over 1000 topics. This
index is in addition to the CCL alphabetic index in the EAR, which is also
included)

Purchase a license for your own copy?
These regulations are frequently changed. As a result we are providing both a single "current" version and a subscription service. We plan to update the "tool" whenever the government posts new versions of the regulations to their web sites. If you order the "current version" you will have to decide to separately order a new version. The subscription, on the other hand, will provide up to 6 releases over the course of the next 12 months (starting from the date of your initial order).

This product is a "tool" and must NEVER be used as an authoritative reference. Only the Code of Federal Regulations (CFR), the Export Administration Regulations (EAR), and related Federal Register (FR) notices provide the final determinate of export licensing regulations.
This material is TIME SENSITIVE! It will be out of date whenever the government issues updates to the CCL portion of the EAR or the USML. Each section header page contains the date of the file that is included in the current compilation.
The "CCL/USML Help Viewer" has not been reviewed or endorsed by any Government agency.
