Donald R. Ames has more than 45 years experience in the computer industry. During the past 6 years, Don has been working as an independent export consultant.  Consulting engagements have included work for DoD on the Military Critical Technologies list, course development and training delivery for DoC/EXBS, and export classification work for a number of private companies.  Don also co-developed, and delivered a workshop on export related matters for a major US university.

During the previous 16 years he directed the export technical team at Digital Equipment Corp., later merged with Compaq and then with HP. As the export technical groups senior technical resource and team manager Don provided state of the art understanding of computer systems performance measurement, networking technologies, storage technologies, information security, and software design. This allowed for the successful repositioning of Digital's/Compaq's products vis-à-vis US and Foreign export controls regimes via development of technical papers, and through presentations to Government officials. He created proposals pointing out to Trade Management opportunities to take advantage of alternative interpretations of the export regulations. Several of these opportunities resulted in significant export cost savings, and/or provided a competitive advantage. He consulted with internal and customer sales and engineering groups to design products and/or solutions that would be considered in the best possible manner in the export licensing process.

As Digital's/Compaq's architect of Export Technical controls program, corporate wide, Don organized resources and classified 1.6 million parts for compliance with export controls worldwide. This effort included development of a rule based A.I. tool, and other I.S. programs to support a weekly classification volume of 3000 to 5000 parts. The technical export classifications were directly linked to the order processing systems to screen for IVL requirements and/or to generate the appropriate license exception and HTS symbols directly to the SED's.

The US Government recognizes Don as a leading expert in technology and export regulations. He was Vice-chair, Department of Commerce, Information Systems Technical Advisory Committee (ISTAC) (97-99) and he has been a member of that committee for more than 20 years. He has been the Chairman of ISTAC's performance sub-committee. This group was key to revising the way allied governments measure computers for export control proposes. The team led a multi-national industry effort in developing and refining the CTP performance metric. This theory based rating successfully positioned microprocessors and computer system according to their expected available performance for a full decade, across over 4 orders of performance magnitude.  More recently, Don contributed to the development of the APP metric, which has now replaced CTP for the export characterization of computer systems.

Don has been a member, Department of Defense, Technical Working Groups on both computers, and Information Security. The TWG provides DOD input to the US positions for International Export controls negotiations. He currently chairs the Info-Sec TWG.  Don has been invited to attend International export controls negotiations as an advisor to the US government delegation. He has experience in working through ISTAC, TWG, trade associations, with colleagues, and Governments in major allied countries, to revise export control limits to allow state of the art products to ship with minimal export license delays. This is a continuous effort; in order to get International agreement to set new control limits every 18-24 months. Don has acquired an expert knowledge of the US "Dual Use" export regulations, and International export control lists.

Donald R. Ames is also President and chief technologist of GUU Software Inc. The company was formed in 1995 to take advantage of Don's experience in the computer industry. GUU Software is focused on export consulting, and concentrates on product classification.
