In order to find a saddle that will fit a horse with high withers, it is helpful to make a wire tracing that can be carried to a tack shop. You make a wire tracing by taking some sort of flexible wire, such as floral decorating wire, and bending it across the horse's withers at the point at which the pommel of your current saddle would normally rest. First place the saddle on the horse, noting where the front of the pommel is on the withers, then remove the saddle and, putting the middle of the wire at the point you established on the withers, bend the wire downward on both sides, molding it against the horse's shoulders. You need to have at least eight inches of wire on each side extending downward from the withers to the shoulders. Once you have made your outline of the withers with wire, you can then trace this outline onto a piece of 8 1/2 by 11-inch paper, cutting away the excess paper so that only the shape of the withers and shoulders remains. When you go to your local tack shop, hold the piece of paper underneath the pommel of the available saddles to see how each would fit your horse. You should also let the saddler know if your horse is long or short in its back and what size saddle you need to fit your seat.
