Your observation of low activity on the lower end of the vhf,uhf bands is very astute. I've noticed the same thing in this part of the country (EM64PW), especially in the last couple of years. A little listening followed by a few CQs whenever possible (who knows, someone may answer) wouldn't hurt our arguments of band occupancy.
