Re power control, I point out that automatic power control is required by the proposed rule. It need not be implemented at a central point, it can be done between pairs of stations.

If you claim that "if 100W is allowed, then 100W will inevitably be used", then I can claim with equal validity that "if 1.5 KW FM is allowed in the satellite band, then everyone will inevitably run it." It just doesn't follow.
