The Citizens ID Card: Each citizen will carry their ID Card at all times outside their homes. The cards are printed on different colored paper to show the condititon of the citizen. The Blue cards are carried by the normal citizen. The white cards are used by the National Care Citizens only. The red cards are used by all probation/parole limited citizens. The green card is carried by all aliens authorized to be employed within the nation. The green with white bars is carried by all visiting aliens, except those with diplomatic status. Diplomatic Status aliens carry a green card with gold bars. United States Police and other officials of the Federal Government carry gold ID Cards. The use of false ID Cards is limited. This is due in part to the special coding used in the DNA portion of the data blocks, and partly due to the random checking of ID Cards by the USP in normal road blocks and street checks. The majority of false ID Cards will pass the local officers level I check, which checks to see that the name on the front matches the coded name on the back. Some will pass the level II check, which matches the DNA and the record of DNA from the back of the card. Only a very few will pass the level III check, which matches the data from the card to the data in the Area computers. The level IV and level V checks are almost impossible to pass with a false ID Card, as they would require that someone enter matching false data in the Regional and National computers. Any ID Card that will pass the level II check can be used to spend money, as the coded DNA is the key element there. Of course, this is only if the person carrying the card has a valid account with his DNA prints on file, and the USP have not placed a hold on the account. Most banks can not conduct above a level II check. Police checks by local departments are done at the level II or level III check. However, if the officer wants to conduct a level III check he can from the car mounted unit. USP normally conduct a level III or higher check, again from the car mounted unit. The belt unit used by the police and USP can only conduct a level II check. Local police will conduct a Level IV check once you are being booked at the station.
Electric Cars: The use of electric and gas-electric cars is not only encouraged, but in most areas mandated. The use of gas powered engines in personal vehicles is limited to holders of Federal Permits. The permits may be issued if the citizen can show a need for the higher powered engines. The primary use of gas engines is in the west/northwest where the distances are too great for the gas-electric or the electric cars to travel between cities. The limited range of the electric restricts it's use to cities and the area nearby. The gas-electric, with it's extended range is replacing the gas engine cars in most areas. Farm trucks have mostly been converted from gas to compressed LP and are given the special permits for that fuel. Some Farm trucks are still disel powered and will be in used until the engines fail, at which time they must be converted to compressed LP or gas-electric. These Federal regulations are to reduce the polution of both the air and the land. Passed as a major step to cleaning the air and protecting the ozone layer, the public did not object to loudly. The media hailed the change as the first real act in line with the "Green" movement in Europe. The fact that gas-engine permits were easy to get and the cost was only $200 per year helped to calm most citizens. The increase in the permit fees over the next four years was debated in Congress each year, but still passed. The last two increases were not by Congress, but by Presidental Order of President Turner. With the cost up to $2000 per year for a small four cylinder engine, most citizens can not afford the gas engine permit any longer. With the added tax break for the owners of electric cars, the switch from gas engines move rapidly. By 2013 only a few of the gas engined cars existed in most areas of the nation. This can be seen in the increase of rail transportation. Even the long haul truckers have been effected by the laws and most of the trailers are now moved by rail from city to city.
