To be able to import your Address Book into another program or to another computer with an older version of Outlook Express on it, you will need to export the Address Book to a text file. The Text File (Comma Separated Values) option will create a file in which most programs can read with little problem.
The csv file created is a database file, it contains the field names at the top of the file separated by commas and the data below it with each separated by a comma.
Each heading you see in Address Book, such as Display Name will be stored as data in the field named Display Name.
This is the only way you can import an Outlook Express 5.01 or greater Address Book into Outlook Express 5.0 or lower version. Support for Unicode was added and made importing the WAB file used incompatible with previous versions.
To export the Address Book as a csv file:
File | Export | Other Address Book
Select Text Files (Comma Separated Values)
Name the file to something like
Addresses.csv
Select the fields to choose to export, check all the boxes if not certain if one
address may contain additional fields.
Once exported, you're ready to import into the other program. For instance
if you're importing into Outlook Express
File | Import | Other Address Book

Browse to the Addresses.csv file and select it then finish the import.
