The first repair appears to have been done with a tool such as a
file or knife
Position 29 has pronounced "tails" on the E in NEZAVISNA and the
D in DRZAVA
There is also a pronounced cut in the vertical part of the Z in
NEZAVISNA, probably due to a slip of the tool used
This variety exists on all values of this issue

When a sheet had damaged stamps, they were replaced prior to overprinting
instead of destroying the whole sheet
In this case a new stamp was "pasted" into Position 19, but upsidedown!!
resulting in an inverted overprint
