In the late 1970's while visiting his elderly parents in Asheville, NC, Tom Scott made a disturbing discovery - a huge stack of health care bills, Medicare Benefits Notices and Explanation of Medical Benefits, supplementary health insurance forms, and collection letters. |

Health Care and Credit Worries |
His parents had tried to cope with the situation, but the blizzard of paperwork proved to be unmanageable. Time lags, deductibles, adjustments, partial payments, etc. made billing statements impossible to understand. Requests for help from providers, Medicare, and insurance companies produced vague, incomplete, and intolerant responses. His parents were afraid that their credit would be damaged and they would lose access to health care. |

Personal Involvement |
Although dedicated to their right to privacy and independence, Tom felt he had to get involved. To relieve the frustration and pressure, he told them he would handle the problem. They agreed to forward future paperwork and threatening phone calls to him. |

Paperwork Nightmare |
This began the journey into the maze of paperwork connected to Medicare, at the beneficiary level. Tom discovered that providers, Medicare, and insurers could not extend help beyond the realm of their own domain. He was amazed to find that the Medicare beneficiary was the only one in the cycle who received copies of all paperwork. This discovery led to a solution to the problem. |

Responsibility Back Where It Belongs |
Tom created a paper/pencil system to audit all medical services. By tracking, matching, and identifying missing documents, he gained control over the chaos. Responsibility was placed back where it belonged. Demands for personal payment where claims had not been filed or not processed were refused. Personal payments resulting in overpayments were identified and recovered. His system also reported any duplication of claims and payments to Medicare. |

Desire to Help Others |
Over the years Tom refined the system. He was able to help not only his and his wife's parents, but other relatives and friends who shared the paperwork problem inherent with the Medicare system. In early 1994, he began to look at the possibility of developing software to electronically replace his paper system. If this could be done, the tool could be made available to other Medicare beneficiaries and family caregivers. |
