February 23, 2008. Green Park Work Day. About 20-30 hardy neighbors gathered on this Saturday morning and distributed two big steamy piles of mulch (delivered by the city) around the smaller trees in Green Park. Thanks to all who participated. February 2, 2008. Annual Winter Progressive Dinner. Twelve groups with an average of ten people per group participated in this year's progressive dinner. Many thanks to Lori Douglass, Amy Madison, Ann Huntley, and Anne Bullard for organizing the dinner groups. Always fun to participate, meet new neighbors and get re-acquainted with others, eat great food, see each others' houses,and talk into the night.December 16, 2007. Annual Neighborhood Holiday Open House. Many thanks to Josh and Anna Stein for hosting the annual holiday open house, and to the sponsors and volunteers who made this year's event another success. And we learn from president Bob Mosher that we raised over $1000 for the Guardian Ad Litem Christmas Program and will be helping ten kids this Christmas. October 2, 2007. Neighborhood Association Meeting. 7:30pm, Christian Science Church meeting room. Minutes submitted by Secretary Jan Crotts. President Bob Mosher chaired the Association Meeting and approximately 25 neighbors attended to deal with the following issues: STREETLIGHT UPGRADE The city has asked for input on upgrading the streetlights in the Cameron Park neighborhood. Following the discussion a motion was made by Charlie Madison, seconded by Ron Aycock, that "Cameron Park Neighborhood endorse the city's plan to upgrade our streetlights with the new non-glare fixtures and to add streetlights in those 'dark spots' where poles already exist. There should be no additional poles added and no radical pruning or tree removal to accomplish this." Discussion which led up to this decision: Neighbor David Strevel provided a video presentation which included almost every street light situation in the neighborhood. The neighborhood has the old style street lights which hang down 3-4 inches and cause glare which is objectionable in most cases. The new non-glare, high efficiency lights are recessed within the fixture and, therefore, create no or minimal glare. Street light bulbs come in 75, 100 or 150 watts. The size used depends upon the situation. Hillsborough St., for example, has primarily 150 watt bulbs and Cameron Park has primarily 75 or 100 watt bulbs. There will be places where lower wattage bulbs will replace current 150 watt bulbs, such as along the 200 block of W. Park. There are many "dark spots" in the neighborhood which need to be lighted or lighted more evenly. Several such areas were pointed out. The question came up as to who makes the decision-the adjacent homeowners or the neighborhood. David Strevel answered that the adjacent property owners will make the final decision. Also, there are several areas that, in order to have lighting, it would be necessary to install poles and wires. There was concern that additional poles and wires will add visual clutter to our streets. PARK ISSUES Storm water Management/Stream Bank Restoration Project Update: Charlie Madison, Chairman of the Park Committee, provided the following update: The City of Raleigh is still in the final planning stages for the project to restore the banks of the Wolf Creek (the creek that flows through Smallwood Park and Edna Metz Wells Park and then into Pigeon House Branch and then Crabtree Creek). The project, which will use a combination of bioengineering techniques and in-stream concrete structures, is now scheduled to begin in the spring with the work to the Smallwood Park portion (upstream from Peace Street) and next with the Edna Metz Wells Park. Included in the work in Edna Metz Wells Park will be a repair of the storm water pipe that has ruptured along the hillside and is eroding the path. Once begun, the work will take about a year to complete. The city has presented its plans to the neighborhood in a series of meetings and the plans have been well received. We will continue to monitor the city's planning efforts and will keep you posted on developments. Charlie announced that there will be a Park Work Day this fall with work to be accomplished in all three of our parks. You will receive details soon. Neighborwoods Program. The City Parks Department, through its Neighborwoods program, will give street trees to people who want to plant them between their sidewalk and the street. Ruth Steiner, an urban forester, tree-planting coordinator, will be surveying our neighborhood over the next couple of months to appraise the condition of our street trees and to determine where trees may be needed. About the problem of "dog litter" in the park, especially Green Park, there was general agreement that there should be a "Dog Litter Station" (plastic bag dispenser and a sign)to be placed in the park,location to be determined. NEIGHBORHOOD WATCH Jan Wilkinson has been chairman of the Neighborhood Watch Program for 3 years. Thank you very much, Jan. The program involves issues related to crime monitoring such as communication with the police department. Chris Kafeb and Karon Diberg of West Johnson St. volunteered to chair the Neighborhood Watch Program. TRAFFIC CALMING A motion was made by Ed Terrell and seconded by Doug Johnson that "we support our neighbors along Woodburn and request approval from the City Council for installation of four-way stops and crosswalks at the intersection of Woodburn and Park and the intersection of Woodburn and Benehan." All the members present approved the motion. Currently there are no stop signs to slow traffic and increase safety on Woodburn Rd. The installation of stop signs and crosswalks should slow down the automobile traffic and allow our neighbors west of Woodburn to safely cross the street at these intersections. Getting approval for stop signs is much easier than getting a comprehensive traffic calming program, which we have requested and are way down on the list for implementation. MISCELLANEOUS Christmas trees and Christmas Party Gerry Elkan, Treasurer, announced that there would be another Christmas Tree Sale this year. It will be in the Wiley School parking lot and $5 per tree will go to the Wiley school. Information will be provided soon so orders can be placed. At this time CP has only $566.28 in the checking account and we cleared $800 last year from the Christmas tree sales. Also, we will have our annual Christmas Party with details later. Screening of parking lots Doug Johnson suggested that some screening, such as with shrubs and evergreen trees, be placed between residential areas and large parking areas. It would be helpful to have some input on this but no committee was formed. Maybe a pilot would be the way to go. Bob Mosher and Charlie Madison volunteered to work with Doug and Van Noah on this project. The meeting adjourned at 9:00 p.m. September 22, 2007. Late Summer Progressive Dinner. Anyone have photos? April 19, 2007. Neighborhood association meeting. Minutes submitted by Secretary Jan Crotts. Neighborhood Watch. Barbie Upchurch, Crime Prevention Officer, Raleigh Police Department, reviewed with us the last six months of "crime" activity in our neighborhood, which she said was light. This area includes generally Hillsborough on the South, Oberlin on West, Clark/Peace on North and St. Marys on the East. Barbie emphasized the importance of taking every step to prevent ID theft -- including using a shredder for discarded material. The report was extensive and included police call for minor issues as well as for serious issues such as break-ins, larceny etc. Bob mentioned that we need to review and update our Community Watch program and asked for volunteers to work with our current neighborhood coordinators. St. Mary's School Faculty Housing. St. Mary's President Dr. Theo Coonrod shared the plans for the faculty housing, which is under construction on the school property. There will be eight units, housed in two traditional-styled buildings near the intersection of Hillsborough and East Park Drive, just behind Theo and David Coonrod's house.The goal for opening the new facilities is November 20. The increase in faculty housing fills a need to accommodate having more adults on the campus. The St. Mary's property is 23 acres and students come from 15 states and 5 countries. President Coonrod said that it is important for the faculty to be included in the Cameron Park neighborhood activities and that they enjoy and appreciate it. Edna Metz Wells Park Report. Charlie Madison thanked all who helped with the Edna Metz Wells Park workday March 31. Charlie reported that the City will begin work in September to restore the Wolf Creek stream bank. (Wolf Creek goes through Edna Metz Park.) The City will begin the work at Cameron Village where the creek originates. The work will be done by the City's Stormwater Mgt. Section, although the Parks Department will make some improvements while this work is going on. Charlie will convene a Parks Committee meeting to address these changes. Traffic Calming. Bob Mosher reported that the Cameron Park neighborhood was the first to ask for traffic calming and we were on the City's list. However, we are no longer on the list!! Bob and others met with a consulting firm to explore doing the traffic calming our own study for our neighborhood, but after getting an estimate we would probably not be able to afford the study. Having additional stop signs was discussed as another option to "calm traffic" The neighborhood traffic calming committee will meet to discuss our next step. Street Lights. The City Public Works Department asked for input from the neighborhood regarding ways to upgrade our street light system. Two plans have been proposed. One is to leave the current light poles in place and upgrade the light fixtures and the other is to relocate lights and poles to get a more even distribution of light. Nancy Lane and David Strevel have agreed to join Stephanie Fanjul to work with the City on this issue. Hillsborough Street Partnership Report . George Chapman, chairman of the Partnership announced that there would be a Hillsborough clean up day, Saturday, April 21. Volunteers are to meet at 9 am at the BBT, corner of Hillsborough and Oberlin. George also mentioned that the plan for round-abouts on Hillsborough St. is moving forward and the roundabout at Hillsborough St. and Morgan St. would probably be the first constructed. July 4 Neighborhood Party in the Park . B.A. and Sue Farrell will once again organize this event.Bob Mosher asked for neighborhood volunteers to help the Farrells to plan for this event.
