THIS CONTRACTOR GOT MAD THAT MR.WESLEY CUT PAYMENT
for new insulation from his pay request. Wesley explained that the
specifications called for R-19 which is about 6" of new insulation.
The original insulation in these attics is the pink stuff. The white
stuff was installed several years ago by someone else. This Contractor
had a subcontractor to install the gray stuff and wanted to be paid some
$16,000 of Federal Funds for the job he did. Wesley said, "No, you
have not installed the R-19 (approximately 6" thickness) as required by
your contract." The Contractor went to HUD and complained about Mr.
Wesley's "negative" attitude. Mr. Mac Heaton of the Birmingham Area
Office of HUD sent an Engineeer, Mr. Sal Modi, to investigate. Mr.
Modi climbed up and looked into the attic of a few randomly selected apartments
and saw what you see in the pictures here. He climbed back down and
invited the President and the Vice-President of the Contracting company
to climb up and see for themselves. They both declined the invitation.
Modi then asked the maintenance man who brought the latter to climb up
anywhere and grab a handful of the first insulation he found in any direction.
The man did and brought down a handful of pink stuff with a little white
and a little gray on top. The Contractor then conceded that the subcontractor
had not done what was required and that non-payment by the housing authority
as advised by Wesley was correct. Later is was learned that the subcontractor
had already been paid by the Contractor without checking his work.

The pink stuff is the orginal 4" of fiberglass insulation.
The white stuff is additional rockwool insulation installed several years
ago. The gray is the new insulation which was required to be R-19
or about 6" thick. Mr. Wesley turned down the Contractor's pay request
for this insulation and the contractor tried to get HUD to over-ride that
decision by him and the housing authority. The HUD engineer saw this and
agreed with Wesley & the HA. If you look in the top picture at
the lower right corner the brown there is the top of the bare sheetrock
board where there is no insulation at all.
